Electric Vehicle (EV) Rebate Pilot Program FAQs

October is Public Power Month. Did you know, Nebraska is the only state in the country where all residents get electricity from public power utilities or cooperatives???j

OPPD is administering two rebates for OPPD customers.

  1. A $500 rebate after the purchase, installation and registration of a ChargePoint Home™ charging station. The home charger must be ordered through a link located on OPPD.com/EVrebates. Please refer to the terms and conditions.
  2. A $4,500 rebate after the purchase or lease of a new electric vehicle (EV) and purchase, installation and registration of a ChargePoint Home® charging station. This rebate is available for vehicles registered in Douglas County, Neb. only. Please refer to the terms and conditions

Additionally, OPPD customers may receive $3,000 off the purchase of a new Nissan Leaf® at an authorized Nissan dealership. Customers will need to show their OPPD bill and provide the OPPD fleet certificate code.


OPPD’s rebates and Nissan incentive begin on June 4, 2018. Electric vehicle and/or EV charger purchases made before this date do not qualify for the rebate program.


These rebates are available for all OPPD customers with an account in good standing.


That you are up to date on payments on your bill and do not currently have any outstanding debts with OPPD.


Yes, you must receive an OPPD bill for residential electric service in order to qualify.


OPPD will receive data indicating the hours of the day you charge your vehicle and the amount of energy that is used to charge your vehicle during that time.


No, your charging data will automatically be provided to OPPD by ChargePoint after you have registered your charger and identified that you are part of the OPPD program.


The charging information will be used to assess the impact of electric vehicles on the OPPD grid and will provide the information we need to consider the development of future programs, rebates and rates that will benefit all of our customer-owners.


Yes. The charger collects data and transmits through a wireless connection. Your commitment to maintain internet connectivity for 36 months is one of the conditions to receive the rebate.


The rebate is funded through a grant awarded to Nebraska Community Energy Alliance by the Nebraska Environmental Trust. The trust focuses on environmental quality and a goal to reduce emissions. The grant was specifically written to target where it would have the most opportunity to reduce emissions. Douglas County was chosen due to its population density. 


Chargers purchased before June 4, 2018, do not qualify. You may purchase a new ChargePoint Home™ charging station and install it to qualify.


Many variables go into how your bill will be affected, including the time of year and the length and strength of your charge. According to the U.S. Department of Energy (DOE), the average cost of charging a plug-in vehicle in the United States is about half the cost of filling a tank of gasoline.  

Since prices for gasoline and electricity rates vary by state, DOE launched the eGallon tool to help consumers compare the benefits of electric vehicles by calculating regional costs. Additionally, DOE offers a price-to-buy calculator to help crunch purchase costs.


The IRS Form W-9 is a request for taxpayer identification number and certification used to identify an individual or business for the purpose of fulfilling tax obligations. Rebates issued as part of this program are considered taxable income by the IRS.

OPPD will issue a 1099 form for the taxable year in which you received the rebate. The 1099 form will be mailed by January 31 the year following receipt of the rebate, to the address on file. We recommend you contact your tax advisor with any questions.


No. OPPD’s rebate provides incentive after the purchase and in agreement to share data, but OPPD is not responsible for the installation. We recommend you contact a local electrician if you have any questions.


Yes. The offerings can be combined, but each has its own set of criterial to determine eligibility. If you are an OPPD customer, reside in Douglas County and purchase a new 2018 Nissan Leaf®, then yes, you could receive both incentives.


No. Nissan requires the customer to purchase a new 2018 Nissan Leaf® in order to qualify for the discount.


OPPD does not administer or provide any guarantees on the tax credit. We highly recommend you speak to your tax advisor. Visit IRS.gov for tax credit information.


Through the online rebate application form, you will need to upload the following:

  • A copy of the sales receipt confirming your purchase. This allows our administration team to verify the correct charger was purchased after the start date, as required by the rebates terms & conditions.
  • A completed W9 form. This is required by the IRS, to which OPPD must comply.

  • A copy of your vehicle registration. This allows our administration team to verify the car was registered in Douglas County, as required by the rebates’ terms & conditions.
  • A copy of the dealer invoice. This allows our administration team to verify the car was purchased after the start date, as required by the rebates’ terms & conditions.

Pre-ordered vehicles will qualify when they have arrived, are purchased and are registered in Douglas County. Pre-ordering does not disqualify the EV, however, funds may be exhausted before the EV arrives and funds cannot be reserved.


A new EV is any model year that has not been previously owned. A 2017 still available from a dealer, that has not been previously owned, qualifies.


OPPD is pursuing a rebate for PHEVs but no information or timeline is presently available.


Yes, if two EVs are purchased and all program requirements are met.


Yes, you will qualify if all other program requirements are met.


The Residential Surge Guard warranty covers equipment inside the home. Items in a garage are excluded and are not considered "normal home or office equipment". An EV charging station would fall in line with shop equipment, power tools, etc. and would not be warrantable.

Although the EV charging station is not covered under warranty, it is protected by the surge guard device. Everything downstream of the surge guard arresters is protected. Not all electronic devices fall under the product warranty.


The Nissan incentive is available for all new Nissal Leaf® purchases through September 30th. Any extensions will be posted on oppd.com/evrebates.
